• The City of Arkansas City enforces traffic violations using the Standard Traffic Ordinance (STO).
• The city adopted the 2025 STO (52nd Edition) by reference through Ordinance No. 2025-11-4645 on November 18, 2025.
• Published by the League of Kansas Municipalities (LKM) since 1960.
• Incorporated under K.S.A. 12-0339 through 12-3012, 12-3301, and 12-3302.

• Section 40.3 – Amended: Passing a Stationary Vehicle Displaying Hazard or Caution Signals
• Section 114.5 – Amended: Unlawful Operation of a Work-Site Utility Vehicle 
• Section 201.1 – Amended: Failure to Comply with a Traffic Citation

Uniform Public Offense Code (UPOC)

• Non-traffic offenses are enforced using the Uniform Public Offense Code (UPOC).
• The city adopted the 2025 UPOC (41st Edition) by reference through Ordinance No. 2025-11-4646 on November 18, 2025.
• Published by the League of Kansas Municipalities (LKM) since 1980.
• Incorporated under K.S.A. 12-3009 through 12-3012, 12-3301, and 12-3302.
