During the October 7 City Commission meeting, Environmental Services Superintendent Kyle Blubaugh recognized Wastewater Division employee Jess Helphingstine for earning his Class IV Wastewater Certification from the Kansas Department of Health and Environment (KDHE). This certification is the highest level attainable in the state and represents exceptional technical skill, dedication, and professionalism.
Only about 250 people in Kansas currently hold a Class IV Wastewater Certification—making this a significant accomplishment. Helphingstine is now working toward his Class IV Water Certification, a rare achievement shared by fewer than 50 people statewide who hold both credentials.
Since joining the City of Arkansas City in October 2023, Helphingstine has demonstrated a strong work ethic, a positive attitude, and a commitment to continuous learning. He regularly attends training classes and conferences, diligently prepares for examinations, and invests substantial time in professional development.
“At the Wastewater Treatment Plant, Jess has been an asset in multiple areas, including equipment monitoring, preventative maintenance, and laboratory operations,” Blubaugh said. “Over the past year, he has taken the lead on accredited testing, recordkeeping, and sampling—proving himself reliable, detail-oriented, and dedicated to keeping the plant running at peak performance.”
Blubaugh added that Helphingstine routinely goes above and beyond expectations, often working late or after hours to ensure operations continue smoothly.
“This is a big deal,” Blubaugh said. “There are very few Class IVs in the state, and Jess has truly earned this through hard work and persistence. He’s a tremendous asset to our department and a great example of the quality and professionalism we strive for in our operations. His achievements reflect both his personal commitment and the high standards of the City’s utility staff.”
