City Reminds Residents of Door-to-Door Sales License Requirement

Following recent storms, contractors and salespeople have been going door-to-door offering services such as roofing, hail, and windshield repair. The City of Arkansas City reminds residents that any individual engaging in door-to-door sales must first obtain a valid Private Premises License from the City.

It is unlawful to enter or approach a private residence or business to sell or solicit services without a license issued by the City. Violators are subject to enforcement action under City ordinance.

What Residents Should Know:

  • Private Premises License Required:
Any individual soliciting sales or services door-to-door on private property must first apply for and receive a Private Premises License from the City.
  • Application Process:
Applications must be filed with the City Clerk and include payment of the license fee.
  • Background Checks:
Applications are reviewed within 48 hours. A license will not be issued to individuals with certain criminal convictions in the last 10 years.
  • Badge Required:
Approved applicants are issued a City badge, which must be carried and displayed at all times while soliciting.
  • Non-Transferable:
Licenses and badges may not be transferred. Only the person named on the badge may engage in solicitation.
  • License Revocation:
A license may be revoked for violations such as fraud, misrepresentation, prohibited conduct, or failure to remit applicable sales tax.

How to Apply

To apply for a Private Premises License, contact City Clerk Tiffany Parsons at 620-441-4412 or visit City Hall.

Contractor Licensing & Roofing Registration

All contractors must be licensed with the City before obtaining permits. Building permits are required for structural work and must be posted in a front-facing window. While Kansas does not require general contractor licensing at the state level, roofing contractors must be registered with the Kansas Attorney General to perform paid work legally.

To report unlicensed solicitation or suspicious activity, call the Arkansas City Police Department at 620-441-4547.

“We understand our residents are eager to repair their homes and property quickly,” said City Manager Randy Frazer. “But it’s critical they protect themselves by making sure contractors and salespeople are properly licensed. Taking a few minutes to verify credentials can prevent costly scams and heartache. We’ve also heard from many residents who’d prefer to hire local companies—we love seeing that community support! That said, businesses from outside the city or state are welcome to work here too, as long as they go through the proper licensing process.”
