Two people arrested Dec. 23 in connection with Walmart theft

Fell also accused of battery of, interference with law enforcement officer

Arkansas City Police Department badgeThe Arkansas City Police Department arrested two people Dec. 23 in connection with a theft at a local store during which one suspect resisted arrest.

Kevin Charles Fell, 44, of Wichita, was arrested on suspicion of misdemeanor counts of battery of a law enforcement officer and interference with a law enforcement officer, as well as an outside warrant.

Fell was transported to and booked into the Cowley County Jail in lieu of $3,500 bond through Cowley County District Court in Arkansas City. He remained in custody at the time of this release.

Kenna Star Rothermel, 31, of Augusta, was arrested on suspicion of misdemeanor theft of property or services of less than $1,000 in value.

Rothermel was transported to and booked into the county jail in lieu of $1,000 bond through Arkansas City district court. She since has posted bond and been released from custody.

Officers were dispatched about 3:25 a.m. Dec. 23 for a report of a theft in progress at the local Walmart Supercenter, located at 2701 N. Summit St.

The reporting party provided a description of the suspect’s vehicle, which was observed by a responding officer turning in to a private drive. The officer ordered the suspect to exit the vehicle.

During the arrest process, the suspect, later identified as Fell, turned on the officer and a physical confrontation ensued. The officer deployed a Taser. Fell was taken into custody without further incident.

The Arkansas City Fire-EMS Department responded to the scene to treat both officer and suspect for their injuries. The 41-year-old officer was evaluated at the South Central Kansas Medical Center emergency room and later released. Fell was not transported to SCKMC for treatment of his injuries.

Fell’s passenger in the vehicle, Rothermel, was taken into custody later for the Walmart theft.

A defendant’s guilt or innocence is to be determined by a court of law.
