ACPD arrests five people in connection with drugs, forged checks

Charges of forgery, theft, possession of drugs and stolen property assessed

Arkansas City Police Department badgeThe Arkansas City Police Department has arrested five people on drug and theft charges in connection with a case that stemmed from a pair of forged checks.

Daniel Anthony Clark, 32, was arrested on suspicion of felony possession with intent to distribute marijuana and misdemeanor possession of drug paraphernalia.

He also was arrested on an Arkansas City Municipal Court warrant for failure to appear.

Clark was transported to and booked into the Cowley County Jail in lieu of $8,000 bond through Cowley County District Court in Arkansas City. He since has posted bond and been released.

Alvaro Dieguez Jr., 26, was arrested on suspicion of felony possession with intent to distribute marijuana and misdemeanor possession of drug paraphernalia.

Dieguez was transported to and booked into the county jail in lieu of $10,000 bond through Arkansas City district court. He remained in custody at the time of this release.

Casey Lee Jones, 26, was arrested on suspicion of felony possession of methamphetamine and possession of drug paraphernalia.

Jones was transported to and booked into the county jail in lieu of $6,000 bond through Arkansas City district court. He since has posted bond and been released.

Chalen Rae Tickel, 33, was arrested on suspicion of three counts of making false information, two counts each of forgery and theft by deception, and one count each of obstructing the legal process, possession of marijuana and possession of methamphetamine.

All of these charges are felonies.

She also was arrested on suspicion of misdemeanor possession of drug paraphernalia and three misdemeanor counts of theft of services totaling less than $1,000.

Tickel was transported to and booked into the county jail in lieu of $35,000 bond through Arkansas City district court. She remained in custody at the time of this release.

John Charles Weston Sr., 56, was arrested on suspicion of felony counts of forgery and possession of methamphetamine, as well as misdemeanor counts of possession of drug paraphernalia and theft of services totaling less than $1,000.

Weston was transported to and booked into the county jail in lieu of $10,000 bond through Arkansas City district court. He remained in custody at the time of this release.

Police were dispatched at 8:54 a.m. May 6 to Country Mart, 616 N. Summit St., for a fraud report.

Store owner Russell Clark reported an unknown female had cashed two checks the prior day, one at 5:12 p.m. and the other at 9:30 p.m. The name and driver’s license number on the checks were Tickel’s.

However, Clark said he had received an email about an account belonging to the late Helen Ellard that had been closed. The closed account number matched the account number on one of the checks.

A search warrant was conducted at Tickel’s residence at 114 North D St. Drug paraphernalia was located during the search and Weston — who was found there in possession of some of the paraphernalia, as well as forgery items and methamphetamine — was taken into custody by police.

Clark arrived at the residence during the search and officers also arrested him after learning that he had an active municipal court warrant and a suspended driver’s license.

Police contacted the man in the passenger seat of Clark’s car, later identified as Dieguez.

After a records check turned up no warrants, he was allowed to leave, but officers observed a clear plastic bag with what appeared to be marijuana on the floorboard of the vehicle. Dieguez was taken into custody.

Another man, later identified as Jones, was seen exiting the vehicle. Police detected the odor of marijuana and searched the vehicle. Jones was found in possession of drugs and taken into custody.

During the search of Tickel’s residence, police located modified checks, financial information, drugs and drug paraphernalia. Tickel was found hiding in a crawlspace during the search and was arrested.

The investigation into this incident is ongoing at this time.
